- Create a set of design mockups for key pages to convey the proposed look and feel for the site
- Refine designs through further discussion

- Prepare content and digital assets
- Set up project framework and databases according to the technologies defined in the technology section of this proposal
- Develop page templates based on framework
- Develop additional design elements as required
- Implementation of all pages, forms, and necessary database work into CMS
